Farmers are required to keep statutory records, and that used to run over the phone, on paper and in Excel sheets. Operations and field registrations went through the NÉBIH interface, which caused real trouble for farmers because of the two-factor login and the data reconciliation it took. PNRgazdanapló puts every function in one place, record keeping for the farmers and NÉBIH submissions for their advisors. It runs on web and mobile from a single codebase.

The problem

Hungarian farms are required to keep a detailed farming log (Gazdálkodási Napló) and file it with NÉBIH. In practice most of it was kept by hand. Field operations, sprayings and fertilizer use were written down on paper, then typed into the official system later.

Getting into the official system is awkward too. Every login needs a one-time code that goes to the farmer. An advisor working across dozens of farms had to call each farmer for that code before touching their records.

What the system does

The farmer and the advisor work on the same data, and the system submits to NÉBIH itself through the official e-GN interface. The advisor or the farmer records the work in PNRgazdanapló, and the submission goes out over the established connection, so there is no need to ask the farmer for a code every time.

The second requirement was to run everywhere without paying for two separate apps. Advisors work on big screens, farmers on phones. So the product ships as a web app and a mobile app from one codebase, with the same logic and the same data in both. Simplicity was a requirement throughout, because the people using it are farmers and advisors.

Flutter client, FastAPI backend

The client is a single Flutter codebase compiled for web, iOS and Android, with Riverpod state management and role-based navigation. Farmers see their own fields and operations, advisors get a portfolio view across all the farms they manage. The backend is FastAPI on PostgreSQL, split into separate core, farmer and advisor modules, with row-level security.

The NÉBIH e-GN integration is the most important part of the system. The system registers production sites and land-use declarations, submits plant-protection treatments and nutrient-management plans, and keeps the authority's code dictionaries in sync at regular intervals.

Further workflows were built around the core. Unified subsidy application PDFs are parsed and imported, so parcels do not have to be retyped. Validations flag inconsistencies before the authority does, and the data can be exported to Excel.

One system for the farmer and the advisor

Advisors manage their whole portfolio from one system, with no calls for login codes. Farmers can record their work easily, even from their phones, while advisors get a clear, well-organized view where they can manage all of their farms in one place.
